its require software, theres alot of free software for that but i dont know any off the top of my head. I use Adobe ImageReady, i highly recommend it... if you wanna shell out $150 for Photoshop.
does he want to use them in paragraphs or does he want to distribute them for anyone who wants them. The reason i ask is because its not an easy operation. The easiest way to do it is to upload them to an image host and then link them to use them whenever he wants to.

if his web site host gave him enough room he can just upload them there. OR he can just link them from someone else's website. If this is a full paid account then i HIGHLY suggest he installs Movable Type (http://www.movabletype.org/). its completely free but it does require some time and technical know-how. if you need more help email me, id go more into detail but i doubt you have enough Tylenol and im bloggin at the moment!
