Need help with avatars (sp?)

I am trying to use a pic I have in my hard drive to use as an avatar, and I am reducing it to the 65 pixels, but it keeps shrinking my pics in the file and then the board tells me it is too large?

What the heck am I doing wrong? Thanks

Maybe You need to save it as a JPG?
