Regarding VideoPimp, they have been having some problems with South American people spamming their forums, spamming their IRC server, stealing video rips and distributing them as their own, etc. etc. so they have blocked all IPs 200.* I believe. It was a last resort for them because they have been having a problem with certain users for awhile. Everyone suffers when just a few goof off too much!
I don't know about submersed.com though.
